The situation on the Korean peninsula "has reached the touch-and-go point and a nuclear war may break out any moment", North Korea told the UN on Monday. Adding that they have the right to possess nuclear weapons in self-defence, North Korea's envoy said it is the only country to face an "extreme" nuclear threat from the US since the 1970s.
